Fansler Construction, Ceiba Groupe announce Panama City apartment project

PANAMA CITY, Fla. – More housing options are on the way for Bay County, with development now underway on a 363-unit apartment community in Northeast Panama City. 

Jacksonville-based contractor Fansler Construction announced this week it broke ground on Royal Palms at Nehi, a six-building complex off U.S. 231 on Nehi Road. 

The project is being developed by Ceiba Groupe, a Fort Lauderdale-based real estate firm specializing in luxury multifamily and mixed-use communities. The duo recently completed Royal Palms Main Street, a 227-unit community near Jacksonville International Airport. 

“We are excited to have the opportunity to once again work with Ceiba Groupe and bring our quality multifamily construction to the Panhandle area,” said Jason Fansler, President and CEO of Fansler Construction. “We intend to mirror and continue to build upon the success of Royal Palms Main Street in Jacksonville at this new Royal Palms property in Panama City.” 

The complex is the first phase of a multi-phase project. The first phase consists of 363 multifamily units across six four-story apartment buildings and three two-story townhome buildings, an expansive clubhouse, and a storage building for residents. 

The first phase of this community will also feature an innovative amenity package, including a large fitness center, a resort style pool and pavilion area, walking and jogging trails, turf play areas, a covered kids’ playground, dog park and pet wash, electric vehicle charging stations, meeting rooms and more. St. Petersburg, Fla. firm Behar Peteranecz, Inc. is the project’s architect. 

Royal Palms at Nehi is scheduled for completion in Summer 2028, with some units expected to be available as early as Spring 2028.
